Tóm tắt: The Ministry of Education and Training (MOET) in Vietnam has a long standing strategic objective to raise English Language learning standards by 2020. This study focuses on the implementation of an Intensive English Programme (IEP) to meet the Ministry's strategic objective by the Department of Education and Training (DOET) in Ho Chi Minh city (HCM) and the intended/unintended effects of the implemented interventions.
