Abstract: The globalization trend has led to dramatic penetration of enterprises to every corner of the world economy demanding for a level playing field so that all economic entities are in equal positions to compete with the others. Establishing a level playing field is needed in developed market economies, but it is even more demanding in the developing part of the world where the legal system is still being completed and not strictly complied by market participants. Also, a level playing field is greatly concerned in the economies where govern-ment-owned sector is relatively large and inefficient compared with the private sector. Vi-etnam is one of such countries as the need for a level playing field is not only acknowledged by national policymakers but is also reflected in international voices.
